There are no crafting skills in the game to craft levels II, III and IV of Ninetails' skills, so you have to buy these books from the Item Mall or increase those skills using Atlas Ore.

You can increase Skill levels using Skill Books:

• Book: Spiritual Focus (I) up to skill level 20 -- source: Item Mall or Market
• Book: Spiritual Focus (II) up to skill level 40
• Book: Spiritual Focus (III) up to skill level 60
• Book: Spiritual Focus (IV) up to skill level 80
