The Clown's skill books are extremely rare to obtain and even then only level I of those books. There are no crafting skills in the game to level those up to higher levels, so you have to increase those skills using Atlas Ore.
You can increase Skill levels using Skill Books:
- Book: Fatal Flourish (I) up to skill level 20
- Book: Fatal Flourish (II) up to skill level 40
- Book: Fatal Flourish (III) up to skill level 60
- Book: Fatal Flourish (IV) up to skill level 80
